SACP on Gauteng on the passing of Gauteng Township Economic Development Bill

The South African Communist Party (SACP) in Gauteng Province held a special Provincial Executive Committee (PEC) on Saturday, 9 April 2022 at SAMWU House, Johannesburg. The meeting was attended by members of the PEC, representatives from the District and the Young Communist League of South Africa (YCL-SA). Member of the Central Committee (CC) comrade Khaya Magaxa attended the meeting on behalf CC deployees.

The meeting received various reports including organisational, financial and a report on the Gauteng Township Economic Development Bill presented by the 1st Deputy Provincial Secretary comrade Mpapa Kanyana who is also deployed as a member of the Gauteng Provincial Legislature (GPL).

ECONOMIC DEVELOPMENT BILL

The SACP welcomed the adoption of the Gauteng Township Economic Development Bill by the GPL, which aims to support businesses and communities in townships across the province.

The SACP regards this adoption as a milestone and a momentous occasion that will provide a critical foundation for the development of co-operative and solidaristic economic and social activities that are found in Gauteng townships. Of particular interest, the SACP is encouraged that this Bill was supported by all political parties in the GPL.

One of the key provisions of this Bill includes the expansion of access for township-based enterprises to public procurement, promotion of manufacturing and new industrial activities in townships, as well as the establishment of the Township Partnership Fund.

In line with the SACP’s strategic perspective document, the South African Road to Socialism (SARS), the SACP in Gauteng strongly believes that the promotion of township economic activities must go hand-in-hand with the dismantling of monopolistic businesses found in almost every sector of the Gauteng economy. Without an end to monopoly domination in the economy, many efforts of small business and co-operative enterprises to create jobs and support livelihoods will be in vain.

We are of the firm view that this Bill is in line with our efforts to advance, deepen and defend the national democratic revolution (NDR). We are convinced that this Bill will help us in advancing our efforts in building sustainable livelihoods, households, and communities. To this end, the SACP in Gauteng will be actively pushing for the strengthening of co-operatives, including burial societies, stokvels, the development of community-owned stores, community finance that this new legislation aims to promote.
