SACP KK Chule Papiyane DEC statement

The South African Communist Party (SACP) in KK Chule Papiyane held its District Executive Committee (DEC) meeting on the 9 June 2013 at Jeffery`s Bay in the Kouga Sub-District to consolidate the political work and mandate as entrusted to the DEC by the 2nd District Congress held on the 26 May 2013.

The DEC received the political and organizational report on the state of the branches and Party programmes throughout the district. It further acknowledged two important political events which were held during past two weeks in the KK Chule Papiyane District. The first being the hosting of a successful Moses Kotane Memorial Rally on the 25 May 2013 which was held at the Noluthando Hall in Joza Location in Grahamstown , Makana Sub-District which was addressed by the SACP Provincial Chairperson, Cde Mzoleli Mrara.

Moses Kotane was the longest serving General Secretary of the SACP

(1939- 1078). He was the Treasurer-General of the ANC and a Trade Union leader of the South Africa Council of Trade Union (SACTU). He died in the former Soviet Union. Cde Moses Kotane was a true embodiment of the Alliance as we have known it today. The date of the rally coincided with the 90th anniversary of the birth of the Young Communist League of South Africa (YCLSA) of which Moses Kotane was a member of.

The second event being the successful hosting of our District Congress under the theme "deepening and advancing the South African Road to Socialism

(SARS) for new social order". The choice of the theme was an acknowledgement of the global and domestic permanent crisis of Capitalism which continues to plunge the economies of the world and its people to perpetual misery, poverty and deprivation. To us as communists, the `second phase of transition` can only be a transition from capitalism to socialism.

The meeting took stock of the organizational and political challenges facing the Party in its quest to build a strong district as part of the SACP Central Committee clarion call of declaring 2013 as the `Year of District`. It further committed to intensify its recruitment drive and embark on organizational renewal through campaigns and programmes.

The meeting strongly condemned in the strongest possible terms the emergence of reactionary and rightwing tendency that is foreign to Party discipline and traditions of membership buying as perpetrated by some fong-kong communists towards our District Congress. We believe that the essence of this practice is to capture our party from being the political instrument at the hands of the working class and the poor in the advancement of their daily struggles to self-serving petty bourgeoisie class interests. A party of communists cannot be built on deceit and corruption. The DEC re-affirmed the resolution of the District Congress that disciplinary action be instituted against these pseudo-communists as we have a trail of evidence in this regard.

Youth Month

The DEC further acknowledged the significance of the Youth Month in inculcating revolutionary understanding of the role of young people in the struggle for National Liberation and advance to Socialism. Young people continue to face the brunt of capitalism and other social ills in society.

They continue to face many challenges related to child headed families, youth unemployment, poverty, HIV/AIDS, access to decent education etc.

The strengthening of the YCLSA and other progressive youth formations is indispensable in the building a conscious youth cadre who is an agent for social transformation. The DEC committed to assist in building a strong and vibrant YCLSA in our district. To this end, the District Working Committees of both the SACP AND YCLSA are convening bi-lateral meetings to be held 15 June 2013.

National Elections

The DEC re-affirmed its commitment to the central committee statement for the SACP to support the overwhelming victory of the ANC during the 2014 national elections. We acknowledge that these elections are going to be very difficult and complex due to service delivery challenges faced by our communities and perceptions of corruption of those deployed in state organs. The Party wishes to commit itself to deploy its leaders and cadres to be volunteers in door-to-door campaigns in these elections throughout the district. The DEC further resolved that a meeting of the Alliance Secretariat be convened as a matter of urgency to develop a common programme in this regard.

Attacks against `foreign` nationals

The DEC expressed its disgust at the re-emergence of the attacks on foreign nationals in some areas of our province. We commit ourselves to use all our public platforms including our branches to communicate a message of international solidarity and co-existence. We will work with our Alliance in uprooting this scourge of criminality among our communities.

President Nelson Mandela`s health

The meeting wished the former President of the ANC and the country, Cde Nelson Mandela a speedy recovery and expressed its full support to his leadership of the ANC and the Country. The meeting slammed the arrogance of Robert Mugabe in calling Cde Mandela a sellout. Such statements are deliberately aimed destroying Nelson Mandela and thus burying his legacy as the revolutionary icon of our people. Mugabe must be reminded that if Cde Mandela `sold out` at CODESA, the same can be said of him by signing of the Lancaster Agreement in 1980 thus delaying the liberation of the people of Zimbabwe.

The DEC also wished Cde David Skosana, a SACP BEC member in the Kouga Sub-District a speedy recovery after he sustained serious head injuries at his workplace on the 7 June 2013. The most disturbing part is that he has been working as a causal employee at Kouga Municipality for many years. The struggle against casualization and labour broking must be intensified as it is an anti-thesis of our struggle for decent work.
